Homeland Security in Palm Beach County: Colonel Robert L Allen On Nov 14th

Colonel Robert L. Allen is a native of Upper Darby, Pennsylvania and has dedicated his entire professional career to public safety. He began his sworn law enforcement career with the Deerfield Beach Police Department in 1979 and remained with that agency until 1983 when he joined the Palm Beach County Sheriff’s Office as a sworn Deputy Sheriff.  As a career law enforcement practitioner with over 39 years of professional experience, he has served in a variety of positions giving him significant professional balance between road patrol, tactical operations, emergency response, criminal investigation, and most recently senior executive staff experience.

 

He currently commands the Department of Strategic Operations which encompasses both Strategic Investigations and Homeland Security Bureaus. He oversees up to 850 personnel during full deployment in such areas as Crime Analysis, Palm Beach Regional Fusion Center, Air Operations, Court Services, Canine, Marine Enforcement, Mounted Unit, Emergency Field Force, Bomb Unit, Intelligence, Environmental Crimes, SWAT, Investigative Operations, South Fl. Task Force, Homicide, Cold Case, Vehicle Homicide, Gang, Robbery, DUI, TAC, Special Victims, SPOT, Missing Persons, Computer Crimes, Financial Crimes, Human Trafficking, Narcotics, Crime Scene, Evidence, Firearms and the Nationally accredited Crime Lab. He also oversees numerous personnel assigned to various Federal Task Forces and personnel assigned to the National Operation Center in Washington DC.  In addition to these law enforcement and intelligence operations, Colonel Allen directly oversees personnel assigned to specific counterterrorism initiatives in this county that engage citizens, the Sheriff’s Business Partners Against Terrorism Program known as B-PAT and the Community Partners Against Terrorism Program known as C-PAT. Both of these initiatives have been cited as models for best practices by the U.S. Department of Homeland Security.

 

Colonel Allen’s career reflects a clear progression through the ranks since joining the Sheriff’s Office, as well as official recognition for his operational performance. Amidst his accomplishments are three Unit Commendations, two Meritorious Service Awards, and one Combat Cross for individual valor.   Such service not only reflects a strong operational expertise that benefits the agency, but he is also sought out as an expert in his own right.  He has traveled to Israel twice as a guest of the state to observe, live, and train with the Israeli Police in the area of counterterrorism.  His broad experience with tactical operations and ordnance has brought distinction to both he and the Palm Beach Sheriff’s Office. In 2010, he was selected by the National Defense Industrial Association to be the sole law enforcement representative on a panel convened to offer operational insights to the U.S. Department of Defense (DoD) and their engineers and designers of bomb robots.

Colonel Allen has been a member of the National Tactical Officers Association since 1988 and has been a contributor to the national certification standards that govern continuing professional education and operational conduct in this critical component of law enforcement. He served as the Chair of the Law Enforcement Response Committee of the Regional Domestic Security Task Force and is now a member of the Executive Committee, responsible for the coordination of regional assets responding to and mitigating the effects of critical incidents.

 

Personally, Colonel Allen remains actively engaged in the community.  He, along with his wife of 41 years Darlene, have one son, Christopher. Major Christopher Allen graduated from the United States Military Academy at West Point in 2005. He has served 3 combat missions in the Middle East and is still on active duty currently serving with the 3rd Combat Aviation Brigade, 3rd Infantry Division, Hunter Airbase.    Colonel Allen and Darlene also have two grandchildren.   The Allen’s remain highly active in multiple non-profit initiatives dedicated to serving our Nation’s military veterans.
